The "community goal" is to reach n+1 reactions of the 🇶 emoji. If people achieved the goal, then the mods will remove all extraneous reactions and Staz will try to screenshot the message before the counter changes. Once successful, Staz will delete and send the n+1 image and repeats the cycle. The mods can only remove reactions if it is required to reach that goal. In a case where 🇶s exceed the goal, the mods can delete the excess 🇶 reactions. In rare cases where 🇶 cannot be reacted before the reaction room is filled, then a whole reaction gets deleted to fix the problem.
